　　中新网长沙5月20日电(向一鹏)湖南省自然资源厅20日称，为科学、有效应对2024年地质灾害的发生，最大程度减少因灾人员伤亡和财产损失，湖南省地质灾害防治工作领导小组办公室编制了《湖南省2024年度地质灾害防治方案》(下称《方案》)，现已印发实施。

　　《方案》指出，根据2024年地质灾害趋势预测，4-9月湖南省地质灾害发生频率较高，为重点防范期。涉及59个县市区滑坡、崩塌和泥石流，以及28个县市区地面塌陷为主的地质灾害高易发区为重点防范区域。

　　湖南地势变化大，地貌类型多样，山地、丘陵和岗地占全省总面积的80.5%。截至2023年底，全省共有地质灾害在册隐患点18570处，威胁人员70.87万人，威胁财产319.47亿元。湖南省人口分布稠密，为全国平均水平的2.3倍，人类工程活动强烈，特别是山地丘陵区农村切坡建房现象比较普遍。目前全省有88.29万农村切坡建房户，农村切坡建房引发地质灾害形势严峻，交通、水利等工程建设项目引发地质灾害或安全事故近年来也逐渐突出。

　　《方案》介绍，湖南省地质灾害主要为降水引发，据气象部门预测，今年该省汛期(4-9月)降水较常年总体偏多，涝重于旱。总降雨量湘中以北地区较常年偏多1至2成，其他地区偏少1成。5月中下旬进入主汛期后强降雨、强对流集中，6月中旬至7月上旬发生流域性致洪暴雨的风险高，汛期地质灾害防治形势依然严峻。

　　据了解，截至5月15日，今年湖南共发生地质灾害183起，造成财产损失2276万元，成功避让30起，涉及可能伤亡308人，避免经济损失2008万元。与去年同期相比，地质灾害起数增加57起，增幅221.05%；直接经济损失增加1695.3万元，增幅291.94%。

　　“按照‘分级负责、属地管理’‘谁主管谁负责’的原则，落实地方政府、相关部门、工程建设和使用单位责任；加强动态管理，各地各有关部门开展地质灾害隐患巡查排查工作，建立更新隐患点台账。”湖南省自然资源厅总规划师申志军表示，要优化监测预警，推动地质灾害精细化预警预报，进一步提升地质灾害“人防+技防”监测预警手段和效果；加强政策支持，有效提升防治能力，做好地质灾害防治工作资金、人员、物资等保障。(完)
